What's the reason for the review?

Currently rents are set by property type and size only, regardless of where in Rhondda Cynon Taff the property is.

The UK Government’s Welfare Reforms have also been a major driver for the review. Under Universal Credit more tenants will have to make the rent payments themselves.

There are also other issues, such as high turnover of tenancies in areas where our rents are above the rents in the Private Sector – particularly in single-person accommodation.

What does Trivallis think is fair & affordable?

We currently use property type and size to decide our rents, but we don’t take other factors into consideration. We think it would be fairer to consider other factors.

The consultation with our customers that is going to take place throughout summer 2018 will help us decide what’s fair.

Affordability measures will be a key consideration of the new model that we use. 

When will the new rents take effect and could my rent change?

If the new policy is signed off by our Board the new rents would take effect from April 2019 for new tenants only.

Existing tenants will not see any extra rent increases outside of the normal annual increases that are regulated by Welsh Government.

When will I find out whether my rent will change?

Every February we send you a letter advising you of your new rent from the following April. We will send each tenant a letter in February 2019 advising what the rent will be from April 2019.

How could it affect my Housing Benefit?

You will still be able to claim Housing Benefit or Universal Credit to help pay your rent if you are eligible.

Do Trivallis offer money & benefits advice?

Yes, Trivallis has a dedicated team that offers a service to tenants who may need support keeping on top of their money, or accessing the benefits they are entitled to.

When will I find out what the survey results are?

The survey will close on 7 September 2018. We will share the results in Rooftop Magazine that will be published around October 2018.

How can I get involved to influence this review?

Firstly, please make sure you have completed the survey.

Once the survey results have been reviewed we will develop some options for the new policy. These options will be discussed with tenant groups, such as Tenant’s & Residents Associations and Community Involvement Network amongst others.

No, the properties we have in Cardiff Bay are not within the scope of this review.

The rents for properties in Cardiff Bay are set in line with Cardiff City Council’s Local Housing Allowance rates.

No, at this time garages are not part of this review.

How do non-payment weeks currently work?

We currently divide the annual rent over 48 weeks of the year (instead of 52). This means we have 4 non-payment weeks each year – three at Christmas and one at the end of March. Tenants are not charged any rent during these weeks.

Tenants who pay monthly have their annual rent divided over 12 months of the year and so pay the same amount each month, regardless of the non-payment weeks. Their monthly rent is calculated as follows: weekly rent times 48 (weeks) divided by 12 (months). In the future claimants of Universal Credit will receive their income and housing entitlement monthly.

Under the terms of our tenancy agreements the rent is due weekly in advance, so if you pay monthly your Rent Account Manager may discuss your payments with you to ensure that you’re paying into advance each month.

* Tenants in Cardiff Bay who have a Market Rent Tenancy, do not receive non payment weeks and the rent is charged over 52 weeks
